Application updates 2/15/2016

In Space edit form made the following additions:
- Added help icons and moved field descriptions to popup when help icon is clicked.
- Added type and function to display in prorate title. E.g. Prorate 1 (Administrative Office (311)/DEPARTMENT ADMINISTRATION (11))
- Added count next to notes and MOUs.
Level 1 features:
- Added classrooms tab.
- Added building edit functions.
- Added unit add/edit/delete functions.
- Adjusted MOU tab.
- Other bug fixes.
